In 1990, Colombia created the Presidential Council for Youth, Women and Families, in order to implement the Convention on the Elimination of All Forms of Discrimination against Women and other international commitments, and as response to requests from the social movement of women from Colombia.
In July 1995 by the law 188, the country established the creation of the National Directorate for Women’s Equality.
In June 1999, the Decree 1182 establishes the transformation of the National Directorate for Women’s Equality into the office of the Presidential Council for Women's Equity.
